“I consider it an honor to represent the people in the Precinct 2 community.  13 years before taking the oath to serve as your Commissioner in 2014, I was the Operations Manager for Precinct 2, managing the supervisors and their crews as they completed their work assignments for all daily and emergency needs that arose.  This provided me insight for administering the operation and budgeting needs of the office as a whole for the community. CAPITOL HILL RD RECONSTRUCTION IS AWARD WINNING!

The QC EXCELLENCE AWARDS category was for Quality in Construction County Project 2025.  (Capitol Hill was completed in October 2025).  This is a regional award that will be entered for a state competition hosted by the Texas Asphalt Pavement Association who will recognize Quality Pavement, Quality Construction and other notable recognitions for individuals for their contributions on selected projects.  Jose Bonilla, was the supervisor for the Texas Materials crew that performed the work. 

The award recognizes the quality workmanship accomplished on Capitol Hill Rd, which is in Precinct 2 off McCaleb Rd.  The contractor, hired by Precinct 2 Commissioner Charlie Riley, fulfilled and excelled with the completed project of road reconstruction according to the criteria that was required by the expert judges who are professionals in the field that specialize in the process of asphalt road surface applications.

Precinct 2 Emergency Management Building

Precinct 2 Commissioner Charlie Riley identified the critical need for an Emergency Management Building to serve the west end of Montgomery County. Since 2015, Precinct 2 has responded to 30 major natural disasters affecting our area. Our team proactively engages in community assistance well in advance of anticipated events and the events that follow during a major emergency event. The 8,000-square-foot Emergency Management Building, equipped with essential supplies, equipment, and a backup generator, will serve as a centralized hub for first responders and community leaders to coordinate their efforts effectively.  It will soon be operational.  Prior to having this building in place, the nearest emergency response facility of this type was in Conroe, which created safety risks for our crew because of the need to travel in hazardous conditions for additional supplies. This new facility significantly enhances the safety and efficiency of our operations, ensuring that Precinct 2 continues to deliver unparalleled support and expertise to serve the surrounding community.

The 2025 Road Bond projects for Precinct 2 include 19 planned road reconstruction assignments.

Completed – Capitol Hill Rd, Butera Rd, Wright Rd, Rabon Chapel Rd, Pine Ln, Goodson Loop and Phase 1 of Hardin Store Rd.

In Progress – Hardin Store Rd, Kidd Rd and Honea Egypt Rd.

Significant progress is being made on current projects. Each active construction site is monitored daily by supervisors, who address any concerns directly. The road reconstruction process is complex and involves multiple stages. The project is deemed complete only upon the final approval of our supervisors.

All projects listed under the Road Bond for Precinct 2 will be addressed as scheduling permits. Key considerations for initiating work include the absence of interference from ongoing external utility projects, the availability of construction crews, the procurement of materials from local suppliers, securing right-of-way permissions from landowners and railroad companies, and favorable weather conditions.

Lt. Col. Paul Mendes Memorial Parkway Dedication

The Paul Mendes Memorial Parkway Dedication was supported by his family, the Texas Legislature and many others who joined us that day.

The ceremony was a day that many of us will always remember.
